Casino Closures

I'm sure most of you have already heard all the news you need to hear...but just in case

Pala Casino, Spa & Resort in northern San Diego County and Cahuilla Casino in Anza are the most recent casino properties to close their doors temporarily amid concerns over the novel coronavirus, officials for each of the casinos announced Wednesday, March 18.

The Pala Band of Mission Indians announced on Wednesday morning that it would temporarily shutter Pala Casino, Spa and Resort in northern San Diego County by Friday, March 20 due to the novel coronavirus pandemic.

However Pala tribal members received a letter today in the mail that states the following.
"LETTER"

Dear Pala Band Members,
We are fighting to stay open so we can provide for our Tribe and Employees.
We will stay open unless there is a case, or the National Indian Gaming commission,NIGC requires us to temporarily
close. We are taking things one day at a time.

Their motto is it is better to receive than to give.
Now we will all see the lies that were told to tribal members a meetings about our investments.
At one meeting i remembers the members asked what would happen if the Casino ever had to close down for some unexpected reason and Nieto response was that there was enough money in reserve and in investments that the members would still get paid each month for at least a year.
So we will see what happens when they say all per capita to its members will stop until the Casino reopens.
Are all of you Smith and Nieto backers going to still think that they are your gods.
Remember this coming year is election year for Smith and Nieto's seats.

If they were smart they would liquidate some assets now before its to late.
Sell the Roberts Ranch property, sell the Pala Gateway property near the freeway.
These properties are not making any money for the tribe.
Stop all investing for at least 18 months now before it to late.
I am willing to bet that they will cancel the meeting for
the 14th of April because they are afraid that they won't be able to answer these question.

You say these assets aren't making money for the tribe, but Smith and Nieto are profiting and reporting them as an expense. They will suspend per-capita before selling the assets.

People always ask questions, but if they aren't on the agenda, and they never are, the EC won't answer them. They will probably cancel the meeting just because it is the right thing to do when social distancing is recommended. Funny to say the Pala EC will do the right thing. It's okay. They are sure to do the wrong thing behind the scenes.

He has ordered the Sect. of the Interior to take away the status of being a reservation from the Mashpee
wampanoag tribe. He ordered the Interior Sect. to
disestablish the Tribe and to take their land out of trust.
He doesn't like the idea of them building a Casino near
where his has interest in a couple of Casino's near their
reservation so he has ordered the Sect. of the Interior to disestablish their reservation which they have been a tribe for over 400 years.

Everyone needs to remember and speak up. The per cap we get paid for March is from revenues earned in December. Remember that we are always three months behind on per cap. This was said at several meetings by both Robert and nieto. If they don't have the money then where did it go. Also, if there is no money for per cap then all services must shut down. You can't have money for one part of the distribution plan and no money for the other parts. time to hold the hold the EC's feet to the fire.

Exactly, there are so many Tribal members who participated right along with Robert and Theresa because of the "perks" they received. Some used their advantage to enroll children who don't have the required blood quantum, use tribal equipment for personal reasons, the list is ridiculous. The sad part is that it's a couple families involved. Hopefully we can get those 2 out of office (as long as the voting isn't rigged like usual). First thing is get rid of the property we've been consistently losing money on, get rid of those damn jets , the online gambling site, make a motion that the EC is NOT allowed to make any investments without GC approval, do dna on ALL enrolled Tribal members to ensure that they do have the blood to be enrolled, last but not least make a motion that Robert Smith, Theresa Nieto can NEVER run for office again, nor their children. And if they are proven they stole money and/or property from the Tribe, be banned permanently from Pala and disenrolled for not protecting their Tribal members and Tribe.

Now is a good time to sit and think about the Pala children who have been taken from their native families and placed in non native families by our Social Service Director a non native, marriage and family therapist in charge of the children of Pala, our future as a tribe. Chairman put Season Goodpasture (Lattin) (Brown) in charge of our future. She places the children with her "friends" as foster parents and allows them to adopt our kids in adoptions that allow them to still benefit from enrollment but without any actual family ties to our tribe. Chairman and Season are heavily involved with ICWA groups yet do not follow the rules and requirements involved with following the laws of ICWA because Chairman does what Chairman wants.

9:40AM is right. I was reading my letter from Theresa Nieto and she says there will be no income to fund per capita. Yes we are paid from the earnings of the previous quarter so what happened to the money? Because of the virus we cant even have a tribal meeting to ask Smith and Nieto what happened to our money. Think about it. A full quarter of per capita is missing. That is more than $24 million dollars that is missing. $24 MILLION DOLLARS IS MISSING FROM OUR TRIBAL ACCOUNT.

Why the IRS? They deal with taxes. Per Capita distribution is regulated by the NIGC and the BIA. Just don't hold your breath waiting for either of these agencies to enforce regulations.

The NIGC has little power to enforce gaming regulations. It exists mostly to approve tribal gaming ordinances and make sure that gaming establishments file audited financial reports.

The BIA is owned by Robert Smith. They report to him. You will be told that you lack standing as an individual Indian to challenge any Pala EC decisions. Only the General Council has the authority to challenge EC decisions, but then the BIA only has relations with elected officials.

This Catch-22 comes to you all through the caring and concerned US federal government that cares a lot about tribal termination and is concerned that it isn't happening fast enough.

We go through this about every other year of rain.
The EC should have made a deal with the state and local governments to have bridges built at these same flooded locations in Pala.
But no they will spend thousands of dollars trying to fix non fixable dips in the roads that keep us confined to the reservation.
So yes thank you EC for turning your backs on the reservation people that you are supposed to keep safe and out of harms way AGAIN.
Stop donating to these fake county and federal governments and watch how fast they start doing their jobs for the better.

The reason that we have no had any success is because smith and nieto are afraid that they will be exposed for what they are.
They have proven that they have spent the reserve money that was supposed to a invested for the people in case of an emergency like we are going through right now.
Where is the reserve funds? Where is the interest that was paid by bank accounts, where is the money from the house payments made by members for their homes.
Where is the money that has been collected for rental properties owned by PBMI.
Where is the money that was taken for the Warner Springs
purchase, it was twenty million dollars.
Where is the money collected for the sold vehicles that we owned.
Really people are you that trusting of the EC not to answer these question with proof and not lies.
How many repo's will there be in the near future because members can't meet their obligations to the financial institutions for their homes and cars/trucks.
The list goes on and on, but who cares right.
Should have listened before when votes actually counted.

So has the EC announced their contingency plan? Will the administration budget be reduced, will there be some layoffs of Pala employees, or maybe a reduction in per capita payments? Will the private jets be grounded? Will Pala Interactive be forced to operate without supplemental funds from the PBMI?

A responsible leader would prepare a plan for downsizing in a time of extreme circumstances. Nearly all of the tribe's revenue comes from the Casino which is shut down. How will it possible to do the same thing after the closure as before the closure?

The house of cards built by Smith and Nieto is about to tumble down. How will they keep up with the bribes that enables their corruption without consequences? The officials of the BIA Pacific Regional Office and Southern California Agency depend on the flow of income from Smith to prop up their own high lifestyles. Will they have to go without for a time?

There are payments that have to made to financial institutions for the loans guaranteed by casino revenue. Hope those institutions are willing to forgive some payments because of the pandemic.

it's sad how so many blame the EC for not having money and for overspending. How many of you complaining have actually saved up and are prepared for this pandemic? We've all seen how you have all thrown your money away on alcohol, drugs, expensive cars, brand name clothes and so forth. There are very few who are still humble but most. Most of the younger generation does not know what work is and were depending on that monthly precap check and they act like they own the world. They don't even go to school to further their education. There is a saying "You can get everything taken away, but one thing no one can ever take away is your education"

Hey, it's all good. Tribal members should have saved some money just in case. I know I am a terrible person because I got disenrolled, but my savings carried me through three years. I even got a job, heaven forbid, and learned new skills so I could survive.

Anyway, blaming tribal members because the Pala EC didn't have the foresight to prepare for hard times seems somewhat ignorant. Robert Smith sent a letter to the BIA in 2008 bragging about a $141 million dollar surplus invested in high yield securities. I think he was letting the BIA know there was plenty of bribe money available, but what do I know?

All I can say is that the surplus is gone, the casino is closed, there is no plan in place to get through the pandemic, and the EC is handing out care packages.

What is wrong with this picture?

The economic stimulus package earmarks $2.2 billion for tribes, of which $1 billion is intended for health care and medical services. Some of the money provided is supposed to pay essential tribal employees, and some is reimbursement for funds already spent due to the pandemic. There is also money provided for unemployment benefits, and housing.

No native stimulus checks are mentioned in the bill. Indians will be eligible for the $1200 per person stimulus checks being sent out to taxpayers who filed in 2018 and 2019 and earned less than $75,000 a year as reported on their income tax statement. Or if married filing jointly $2400 for those earning less than $150,000 per year.

It's what happens after years of harboring rapists, pedophiles, drug dealers, murderers, and thieves. You received all of that money for almost 20 years and what do you all have to show for it? A casino with locked doors and a dusty ass Escalade parked in front of your trailer. You're leader is a rapist who married his cousin. His brother is a drug dealer and his children are all inbred. Don't believe me? Try to have an intelligent conversation with them, you'll immediately see that something just ain't right.
His VC beat the hell out of his wife and kids and now one of them is locked in a cage somewhere in Arizona while he sleeps next to his dead brother's wife. So much so that you started to eat your own. Well, whomever "they" are, they are clearly idiots. Think of all the people that come to Pala Casino and that you may come across. It takes one person to spread the virus, and if you are lucky enough to not come across that person, perhaps a staff member will come across him. Patient zero will then spread it to lucky recipient number one, and that person will maybe serve you food or give you change or hug you, welcoming you back. Or, someone will spit, you will step on that spittle and bring it home. Your kids or grandkids will run across the floor barefoot and then maybe touch their feet and face. Just think of it. No, this cant happen in Pala! Well the WHO just announced yesterday was the deadliest day in the United States, so is the curve trending downward? Not yet. Additionally, taking care of the community means keeping it safe. If the Chairman decides to allow the casino to reopen, it would be very irresponsible. But if money is your number one concern, and not the safety of your family, friends and community, then I understand why he will make this choice, especially since it's an election year! Got to keep your members who are money dependent happy, money, money, money! That's all Pala cares about. Why else would that pig continue to be elected each time he runs! I hope no one thinks that the casino reopening means it will instantly have large crowds, lots of gambling, and lots of money to distribute to members. Many people are hurting because of business closures, layoffs, and reduced income. Hiring back all the laid off staff will take time. The restaurants will have to restock food and supplies that were tossed due to spoilage. There may actually be restrictions like social distancing that limit the number of people allowed in the casino.

Then of course there is Smith and Nieto who will most likely milk the reopening for all its worth to make up for the lost skimming during the closure. And the Pala EC may delay restoring full per capita as long as possible thinking that the members will be happy just to hear that the casino is reopening and they will get full per capita soon.

Hey, it is an election year. The lies will be flowing, the pandemic will be the scapegoat, and Pala members can rest assured that Chairman Porky has had his best interests at heart throughout the time of turbulence.
