NIGC Signals "Mission Accomplished" In Indian Country

2016 Indian Gaming Revenues Increased 4.4%

WASHINGTON – July 17, 2017- Today Chairman Jonodev Osceola Chaudhuri, Vice Chair Kathryn Isom-Clause, and Associate Commissioner Sequoyah Simermeyer of the National Indian Gaming Commission (NIGC) released the Fiscal Year 2016 Gross Gaming Revenue numbers totaling $31.2 billion, an overall increase of 4.4%.  
“The success reflected in the 2016 gross gaming revenue is due, at least in part, to the Indian Gaming Regulatory Act’s promotion of tribal self-determination principles,” said the Chair of the NIGC, Jonodev O. Chaudhuri.
In the 1970s rural Tribes began gaming, mostly as small bingo facilities, as a means to provide revenue and jobs for their people and to manifest self-determination. The same holds true today as is evident by 57% of gaming revenue being generated by small or moderately sized Indian gaming operations grossing less than $25 million per year.  For gaming tribes, revenue has become a lifeline to generate economic development and supplement moderate funding received from federal government programs and services.
Revenues are calculated based on 484 independently audited financial statements, comprised of 244 federally recognized Tribes across 29 States. The GGR for an operation is calculated based on (1) the amount wagered minus winnings returned to players and (2) earnings before salaries, tribal-state compacts and operating expenses.  Each of the NIGC administrative regions showed growth during FY16 with the following increases being reported:
  • Sacramento Region (6.3%)
  • Oklahoma City Region (5.7%)
  • Portland Region (5.1%)
  • Phoenix Region (4.4%)
  • Tulsa Region (4.0%)
  • Washington, DC Region (3.8%)
  • St. Paul Region (1.1%)
“The stable growth is reflective of a healthy and well regulated industry with a tremendous impact on local and state economies,”  said Chairman Chaudhuri.  “When Congress passed IGRA  almost thirty years ago, it expressly cited in its findings and purposes the long standing federal policy goal to promote tribal economic development, tribal self-sufficiency, and strong tribal governments; no other economic driver has been able to do that for Indian country as successfully as gaming,” he said.

Since Kilma Lattin admitted on here that the Chairmans office used his office as tribal secretary as a go through to get one document from the local BIA office in riverside the 1928 census rolls which according to our CONSTITUTION we "and many other tribes" are not suppose to use for purposes of enrollment "well it used to say that" because it has too many errors for many tribes and families of Pala. We are suppose to use 1895 and 1903 rolls for enrollment so says the Constitution and on both of those Margarita Britten is listed as 4/4 Cupeno and her daughter as 1/2 Cupeno. If we used the 1928 census smith used for MB descendants than more than half the tribe would lose blood degree. Well now that we know according to a former EC member at the time confessing this should mean the disenrollments are VOID and ILLEGAL. Kilma stated only that one document was show to them b fore they voted. Does this seem right or legal? Smith chooses 1 messed up document that No tribe uses out of many many other records that state MB was 4/4 Cupeno or her kids were 1/2 Cupeno. If the EC was able to look at more they would believe the 100 that state fullblood over the 1 that doesn't. This shows smith had an agenda and used his position to carry out that agenda. Kilma said the records were requested by the chairmans office and then sent to his office opened. This needs to be addressed now we know how the disenrollments went down. For this reason they should be VOIDED. and everyone reinstated. After that if they want to proceed with disenrollments the EC can do it correctly and provide evidence and allow the family to provide evidence and then take a vote.

Yes we have someone who was on the EC at the time of disenrollments who told us how it went down and that it was illegal so how can any tribal member sit back and allow this to happen to other tribal members. It could be you next time. What benefit do you have with members disenrolled? The percap hasn't gone up? It's gone down. There aren't more bonuses. They've been stopped. How will it change your life or membership to do the right thing and put the rolls back the way they were. What would you want to be done if this was your family rob went after for reasons we know, to get back at king and Willy. If you need more clarification that the disenrollments were one sided and fixed then speak with Kilma and then spread the word so this is brought up at a meeting or a special meeting or at least when it is brought up you can back up the other members of your tribe and demand the EC fix their mistake. What's right is right! Go to google and type in Margarita Britten or Britain and you can see letters from the 1900's and department of interior and BIA to MB's granddaughter Polly Brittain-Pink in the 60's that show her as 4/4 or Fullblood. You can also see a letter from Robert Smith to chairwoman of Cahuilla stating MB's daughter was 1/2 Cupeno and hope this helps with enrollment. In Pala tho robert has MB's daughter as 1/4 for enrollment of his members.You won't find any that say other wise because the only one that does was down at the Riverside BIA were someone with a pen "x" out 4/4 and wrote 1/2 for MB blood degree. If you check the Washington DC or Sacramento records the same one is 4/4 because this person could not change those ones.

After hearing what Kilma had to say about the disenrollments and the EC making themselves all committees including enrollment and appeals committee. Them Robert singling out the Brittains to get back at king and Willy and then assuring their families disenrollments. The tribe needs to bring this up or as most of you are afraid to get involved at least stand up and back up the ones who are not when they do. We cannot take NO or not on the agenda as a response. Demand answers, demand to see what I do they used to disenroll and what they didn't use. According to Kilma the EC was only shown the 1 paper before they were asked to vote. We need to bring this up at a meeting or have a special meeting. The word is out from a first person source and we as tribal members can not stand for this as many of them are our family and many of us are still enrolled and need to fight for all members.

This is all good info but the only way to get this settled is to get Smith and Nieto out of office and make sure that they can never run for a seat on the EC again.
Even with the FBI investigating them they are hiding a lot of documents and forging meeting minutes to make it every thing is up to par as far as their dealings go.
Just like when you members approved the 171.6 million dollar expansion at the casino because the GM and Smith and Nieto said it was good are giving him what he wants, and that is to hide money for himself and his family.
Where is the proof that this project was put out for a bid?
Where are the bids ? Where did this figure of 171.6 million dollars come from ?
Show us the proof. HA HA HA HA> says Smith go fuck yourself.

He doesn't have any proof for anything that he does.
He just makes a statement and everyone kisses his little piggy German ass.
Also I think that the EC is afraid of Kilma Lattin.
They are worried that Kilma can and will expose the EC of all the corruption that has spread through our Reservation like Cancer.
All bullshit a side, I think that Kilma would make a good Chairman for Pala.
Give him a chance to prove it and if he runs against Robert vote for him.
I also think that Kilma would for sure give the power back to the General Membership on all major decisions made for the Tribe/Band.
And as far as Nieto goes she would probably retire from the EC because without a chairman that she can't control she would be lost and butt hurt.

The Members of the Pala Band of Mission Indians have nothing to lose by voting in Kilma Lattin as Chairman.
Pala needs a change of leadership and it seems that Mr. Lattin is willing to step up and help to make that change.
The current EC Members have not shown any signs of change for the betterment of the Reservation or it's Members. They continue to place more and more restrictions on Tribal Members to protect themselves (the EC)and continue to steal and hide important things from the General Membership.
This maybe the only opportunity the Members will have to put Pala back to the respected status the it once had, and to heal the wounds that the current EC Members have inflected on innocent Members of the Tribe/Band.
Kilma Lattin has put himself in a position to help the Band and he is willing to help the Tribe/Band heal.
SO NOW THE MEMBERS HAVE A CHANCE TO DO THE RIGHT THING FOR THR RESERVATION AND IT'S
MEMBERS.
PUT KILMA LATTIN IN AS THE NEW LEADER BEFORE IT'S TO LATE.

I have no doubt kilma would win in a fair election. But robert is dirty. He rigs elections as well as enrolls non Indians in exchange for there votes. Hopefully something can be done about the voting process to make it fair

First the BIA was going to ride in and save us.

Then it was the IRS
Then it was all the proof of corruption and crimes - surely the people won't keep voting in criminals...

Only Kilma isn't a knight in shining armor on a white horse. Instead he is a scalywag riding a donkey that has a carrot being dangled in front of its nose while Robert Smith is wiping the Donkey's behind. Kilma is just along for the ride.

The corruption supporters are the ones trying to push Kilma into office as an "alternative" to Robert. Don't vote for the democrat! The republicans will save us! Don't vote for the republicans, the democrats will save us!

Meanwhile all the cash just flows out under the table.

When one looks from Robert to Kilma one sees the same thing.

I wonder if Robert and Theresa will ever do the right thing. They know Margarita Brittain is fullblood. I wonder what they're so afraid of? If I ever see Theresa at church I'm gonna walk up and call her and evil b---- in front of everybody. I hate them both with a passion for knowing the truth and still doing this to everybody. If Margarita Brittain really was half native I would be upset but I wouldn't be so hateful to them for doing this to everybody and lowering our blood. I mean you can't hate on the truth but you can hate on people who do evil and go against the truth for their own personal reasons and I hope they pay for it. I will never forget even when they are both out of office and everyone is reinstated I will still never forget and if they're gone I will take it out on their families like they took it out on ours. The only way I could start to forgive is if they make this right and reinstate the disenrolled. They don't have to admit they disenrolled on purpose just that there was a mistake made and Margarita is fullblood and they are reinstating everyone. Until that day my hate for both of them grow stronger and stronger.
